Starlight camera technology work on the same principle of the IR-Cut filter but the sensor is different from the normal sensor. It uses larger and more sensitive sensor which will reduce the speed of electronics shutter hence it will not go in night vision in low light. it is not necessary that it will give you colour image, this camera gives you black and white image also.
