The CCTV technology has become so advanced. We can connect a CCTV camera to the internet and access it from anywhere in the world. It gives us super monitoring of our people and property. It gives us mental peace and a continuous connection to our locations.
Can we connect a CCTV camera to a mobile device without an internet connection? Yes, it is possible. This post gives an answer to this question. It tells “How to Connect CCTV Camera to Mobile Without Internet?”
The complete step-by-step tutorial is illustrated here. Here, you get two methods to connect a CCTV camera to a mobile without the internet. The first method is through an NVR. The second method is by using a standalone camera. Let’s delve into the topic.
How to Connect CCTV Camera to Mobile Without Internet?
Connect a CCTV Camera by using a router and an NVR/DVR or HVR. The method is the same for all three types of recorders.
For the exemplification, we have used here a Hikvision HVR and an IP Camera. We will connect the cam without the internet and view it on the mobile phone.
This connection works in a given wifi zone without the internet.
Step 1- Connect the NVR with the Router & a Camera
This is the first step. Connect your NVR with the installed IP camera. Connect a router to the NVR with a LAN cable. There is no internet supply.

Step 2- Open the Main Menu
Open the menu of the NVR on the screen

It will guide you to the next action. If your system is not logged in, it will ask you to sign in first.
Step 3- Log in to the NVR
Log in to the system.

After the login, the system page will open.
Step 4- Go to the Settings Option
Go to the settings option given on the screen.

When you open the settings page, you get a few options on the left-hand side column.
Step 5- Go to the Network
Select the network option.

Here, we have to enable the DHCP to fetch the router’s IP address.
Step 6- Enable the DHCP
Go and enable the DHCP option.

After enabling it, press the apply button.
Step 7- The NVR will take the Router’s IP address
It will take the Router’s IP address. Now save the settings and note down this IP address.
To view the camera on the mobile without the internet, we are required to use an application.
There are different apps for different brands of cameras and recorders. It depends on which company system you are using. Since we are using Hikvision’s system, we will install the Hik-Connect app on our mobile to watch the camera without the internet.
Step 8- Install the App on the Mobile to Watch the Device without an Internet Connection
We will install the Hik-connect app in our case, as we have taken a Hikvision system.
Search the Hik-connect app on the Google Play Store. The app is available for Android and iOS versions.

Install the application on your mobile.

The installation process is simple and takes only a few minutes.

The installation process is completed.
Now, we will add the NVR to view the camera on the mobile without the internet.
Step 9- Configuration of the Device
When we open the app, we get this page on the screen.

Select your region here.

Click the “+” button to connect the NVR.

Go to the ‘Online Device’ option. Remember, you are adding the system without the internet.
Step 10- Watch Live Feeds on Mobile without an Internet Connection
When you press the online device option, it opens the following page on the screen.

To add the device, we have to enter here the IP address of the NVR, which we received after enabling the DHCP.

Give the IP and NVR password and press the OK button. It will save the settings.
The device will be added. The NVR is added.

The camera connected to the NVR gives a live view on the screen.
This live feed is without the internet. You are monitoring it under the router’s Wi-Fi zone without the data supply.

This way, we will connect the camera to a mobile without the internet to watch the live feed.
How to Connect a Standalone Camera to a Mobile Without the Internet
It is possible in two ways.
1- Through the Router- This process is the same as demonstrated above. In place of a recorder, we will take a standalone camera and connect it through the pp.
2- Through the Access Point (AP)
We will demonstrate here through the AP method.
For the illustration, we have taken a CP Plus standalone camera. Through the CP Plus “ezyLiv App,” we will add the camera without the internet and get the live feed on our mobiles.
The process is simple and easy to comprehend.
Step 1- Give Power to the Standalone camera and switch it on
Connect the camera to a power socket and switch it on.
We will add it through the mobile wifi without the internet.
Step 2- Install the App on your Mobile for Live Streaming without the Internet
Open your mobile and install the ezyLiv App from the Google Play Store for the Android device. It is also available for the iOS platform.
If you have taken any other standalone camera from some other brand, you will install the app accordingly. The installation and configuration will remain the same throughout all brands.

Press the install button, and it will start transferring its files.

The application is installing its contents. After a few minutes, it will show the next window.

The app installation is completed.
Now, we move forward to connect the camera without the internet.
Step 3- Configure the Device
We get this login page after the installation.

If you are using the system for the first time, create an ID and password and then log in.

Press the add button.
The next window will ask you about the ‘Wi-fi Camera’ option.

Select the wifi camera option and add the standalone camera with the mobile wifi without the internet.
Here is the main point. If you are adding the camera without the internet, you don’t have to select the ‘Add device’ option. You have to go to the ‘More Methods’ option.
The next page gives you the ‘More Methods’ option.
Step 4- Connect it Through the Access Point (AP)
Select the More Methods option.

Select the AP Mode. It is known as the Access Point Mode.

Click the AP mode. The device beeps and sends you a password to connect automatically.

Add the camera via the password through mobile wifi without the internet.
Step 5- Watch Live on the Mobile w/o internet
This way, the camera will be connected.
You can get live streaming within the wifi range without the internet.

The process is completed.
Conclusion
The post highlighted and demonstrated two ways to add devices without the internet. The NVR connection and standalone connection are described step-by-step.
All the steps are illustrated with images and narrations. It will help users understand each step easily and clearly.

Can I connect a CCTV camera to my mobile without internet?
Yes. You can connect via a local Wi-Fi network (LAN) or directly through a hotspot between the camera/NVR and your phone. The Internet is only required for remote access, not for local viewing.
What is the difference between local access and remote access?
Local access is viewing cameras on your mobile while being connected to the same network (no internet required).
Remote access is viewing cameras from outside your home via the internet.
Which mobile apps work without internet for CCTV?
Apps like XMEye, iVMS-4500, gDMSS/iDMSS, Hik-Connect, Amcrest View Pro, V380, and Reolink allow LAN-based viewing without internet.
Can I use a router without internet for CCTV?
Yes. The router works as a local network switch. It does not need the internet. It only establishes communication between CCTV and your mobile.
Do all CCTV cameras support offline mobile access?
No. Some basic analogue cameras require a DVR/NVR to connect. Al the IP cameras and Wi-Fi cameras usually support direct mobile connection.
Can I use a mobile hotspot instead of a Wi-Fi router?
Yes, but only if the camera/NVR supports hotspot mode. Some modern Wi-Fi cameras create their own hotspot (AP mode), allowing direct connection without a router.
Can I still record footage without internet?
Yes. Recording happens locally on the NVR/DVR HDD or camera SD card. Internet is only for cloud storage or remote viewing.
Do I need a static IP for offline mobile viewing?
No. Static IP is only required for remote internet viewing. For offline/local access, you only need the camera’s internal IP address.
Can I use a LAN cable to connect CCTV directly to my mobile?
Yes, with an Ethernet-to-USB OTG adapter. You can connect a wired IP camera directly to your phone and access it using its app or browser.
Can multiple phones connect to CCTV without internet?
Yes. As long as all phones are connected to the same LAN or camera hotspot. Multiple mobiles can view the cameras simultaneously.
Will CCTV work if my internet goes down, but the router still works?
Yes. As long as your mobile and CCTV are connected to the same router, local access will remain active.
